  Hsinchu County Public Library was formally known as Hsinchu State Library, now it has one main library and 13 branches. The collection of main library has more than 300,000 books, it provides space for book reading, special collections, audio-visual services, parent-child learning which meet the needs of the public’s needs for learning, arts, culture, and leisure.
 The architectural concept was based on a "Hakka walled-village" and "Chinese quadrangles design".
 The building is divided into 6 main sections: literature and reading room, archives center, exhibition space, research and restoration, administration and management, and services. The  Hsinchu County Archive of  Cultural Affairs Bureau  contains many valuable historical documents and artifacts.
